| 国际学校是指在母语非英语的国家中，以英语作为教学语言提供国际课程的学校。作为一个世界性现象，其具体办学往往是较为普适性的世界主义目标和具体的国家目标之间不断博弈和妥协的产物。本文创新性地提出融合世界主义要素的国家主义这一分析框架，并运用其来分析不同社会中的国际学校如何融合不同的世界性要素以服务于不同的国家利益。本文进而运用这一框架来分析世界主义和国家主义要素在我国不同时期的优先级和平衡度如何体现政府在不同时期对国际学校的期望和目标的异同，总结出国际学校在我国政策设计中的变与不变。最后，本文分析并探讨了我国新政出台的初衷和想要解决的问题，为进一步厘清政策在未来对不同利益群体可能产生何种影响奠定基础。 |
| 英文摘要： |
| The international school is a school that offers international curricula in a non-native Englishspeaking country. As a worldwide phenomenon, its running is often a product of continuous negotiation and compromise between the cosmopolitan and national goals. This paper innovatively proposes a new analytical framework: nationalism that integrates elements of cosmopolitanism, and uses it to analyze how international schools across societies integrate various elements of cosmopolitanism to serve their national interests. This paper further uses the framework to analyze how the priorities and balance of cosmopolitan and nationalist elements in different periods of China reflect the similarities and differences between the government's expectations and goals for international schools in those periods, and summarizes the continuities and variations in the policy design of international schools in China. Finally, this paper examines and discusses the original intention of the new policies in China and the problems they aim to solve, laying a foundation for further clarifying what kinds of impact the policies may have on different stakeholders in the future. |
