      高等教育发展的基础是高等教育系统的内在秩序,有序发展才能保障发展的质量。课题组从教师职业规范体系与个体行为的角度确立了教师失范的分析基础,对 2001—2024 年权威渠道发布的 3810 个高校教师失范事件进行分析,并借助全国高校教师失范的学生感知问卷调查,刻画了高校教师个体失范的发生规律、类型特点与行为表征,从职业发展、师德教育、组织管理与舆论监督等多个角度进行失范归因,进而提出建立相对完善的失范治理制度体系和内外部控制机制等若干建议。研究致力于阐释高校教师失范现象背后的机理,强调通过对失范的组织治理夯实高等教育高质量发展的基础。
英文摘要
      The foundation of higher education development lies in the intrinsic order of the higher education system, and orderly development is essential to ensuring quality. This study establishes an analytical framework for faculty misconduct based on professional norms and individual behaviors. By analyzing 3,810 publicly reported cases of faculty misconduct from authoritative sources between 2001 and 2024, along with a nationwide survey on students' perceptions of faculty misconduct, this study examines the occurrence patterns, typological characteristics, and behavioral manifestations of individual faculty misconduct in universities. Through multiple perspectives—including professional development, ethics education, institutional management, and public oversight—the study explores the underlying causes of misconduct. Based on these findings, it proposes recommendations for constructing a comprehensive governance system and internal-external control mechanisms to address faculty misconduct. This research aims to elucidate the mechanisms behind faculty misconduct in universities and emphasizes the role of institutional governance in reinforcing the foundation for high-quality higher education development.
