The development of disciplines is influenced by both academic logic and market demand. However, the conservatism and insularity of academic autonomy, along with the utilitarian and short-sighted nature of market regulation, lead to a "double failure" in disciplinary adjustment governed solely by academia or the market. This necessitates state intervention in guiding disciplinary adjustments. The state should clearly define its scope of authority and responsibility, assuming the roles of "strategic leader", "rule setter", and "operational corrector". Each role can adopt mixed policy tools, by granting institutionalized status to disciplines, establishing organizational structures, and providing preferential resource support, to guide the adjustment of disciplinary layouts and comprehensively promote high-quality development of disciplines. |
