开放科学(open science)指科学研究从设计和实施到分析和产出的全过程开放与共享。欧盟借助数字技术,通过对其所资助的研究项目提出的强制性规定,践行开放科学。它要求研究者在开源期刊和数字平台上发表研究成果,抵抗传统学术期刊对学术发表的垄断。它将研究过程中生成的数据和资料等也视为得到认可的研究成果,其共享既有助于增加研究过程的透明度,又可以避免重复劳动、加快创新速度。它还实行开放评审,公开评审报告,使得同行评审成为学术团体共同提升研究质量的渠道。开放科学将学术交流从狭隘的学术出版中解放出来,从而打破学术界人人为敌的现状,创造一种非竞争性的科研氛围。 |

Open science refers to the openness and sharing of the entire process of scientific research, from research design and implementation to analysis and output. Facilitated by digital technology, the European Union implements open science through mandatory regulations for research projects that receive its funding. It requires researchers to publish their articles on open source journals and digital platforms in a bid to resist the monopoly of traditional journals on academic publication. It regards the data and materials emerged during the research process as recognized research outputs. The sharing of such outputs helps to increase the transparency of research process and accelerate innovation by avoiding duplication of labor. It also adopts the practice of open review through which review reports are published and peer review becomes a way for academic community to work together to improve the quality of research. Open science liberates academic communication from narrowly defined academic publishing, thereby breaking the status quo of academic competition and creating a non-competitive research atmosphere. |
