In the process of developing the high-level educational opening-up, international students in China (ISC) provide critical forces for innovation and development. However, the pertinent scholarship policy, which is an important tool for the education of ISC, needs to be transformed. Based on the research and analysis of the structure, type, and function of the scholarship policy for ISC, combined with field surveys of selected cities in China and internationally comparative analysis, this article proposes the challenges of development concept, policy formulation and implementation, policy structure, policy benefits in the process of transforming the scholarship policy. The transformation logic of the scholarship policy for ISC is to enhance the status of the policy on the core agenda, diversify the composition of policy subjects, develop various types of policy tools, and establish multiple correlated policy objectives. Based on the analysis above, this research proposes the following transformational approaches: change the guiding concept and enhance the ability to serve the Chinese path to modernization; develop new types of policies and expand new functions of international student education; build new policy combinations and expand policy implementation units; effectively decentralize the power of policy implementation and increase the engagement of diversified subjects. |
